Security Report via the National Single Window (NSW)
Masters of sea-going ships (or their agents or Company Security Officers (CSO), respectively) engaged on international voyages and who are subject to the SOLAS Convention (chapter XI-2) and the ISPS Code have to report in time via the NSW and send particular information before calling on a German port. This allows for a check of compliance with security requirements before a ship arrives at a port. Therefore, the security report can prevent unnecessary control measures.
A security report must also be submitted when the locks in the Kiel canal (Nord-Ostsee-Kanal, NOK) in Brunsbüttel and Kiel-Holtenau are called upon.
Important:
As of 01/06/2015, the security report shall be sent via the NSW and no longer directly to the Point of Contact (PoC). You can use the reporting client of the Federal Government to do so: www.national-single-window.de (National Single Window - NSW).
Alternatively, the report can be submitted via the recognised and certified port communication systems, exempting the ship from this obligation:

Please observe the notifications to mariners issued by the German Federal Ministry of Transport and Digital Infrastructure (VkBl_0915 dated 15/05/2015 and VkBl_1015 dated 30/05/2015).
When does a report have to be made?
A report (Security Report) has to be made:
- at least 24 hours in advance of arrival at the port,
- latest when leaving the previous port, if the voyage time is less than 24 hours,
- if the port of call is not known 24 hours in advance, at the latest when it has been decided which port will be called on.
Unique Reference Number
When a port call or canal transit is reported via the reporting client of the Federal Government or a recognised and certified port communication system, a unique reference number is allocated. Please include this unique reference number in all following reports so that they can be assigned to the respective port call or canal transit.
The following information is processed to generate a unique reference number:
In the event of a port call
- The ship’s IMO number
- Port of call
- Date of expected arrival at port of call
- Name of reporting organisation
- Name, telephone number, e-mail address of reporting party
In the event of canal transit
- The ship’s IMO number
- Date of expected arrival at entrance lock of the Kiel Canal
- Name of reporting organisation
- Name, telephone number, e-mail address of reporting party
Exemption from the obligation to report
Scheduled services may be exempted from the obligation to report to the Federal Notification Client, if the following conditions are met and proven:
- the company operating the scheduled services keeps and updates a list of the ships concerned and sends it to the competent authority for maritime security for the port concerned (for German ports the Federal Maritime and Hydrographic Agency, BSH).
- for each voyage performed, the comapny keeps the information available in the report form for the BSH and ensures that this information can be sent, at any time and without delay to the BSH.

All other security reports must be sent to the PoC.
